Assistant City Manager John Franklin has beenthe department’sw acting director since Frank Pogge . Garcia has workedd as a project management consultant since 2006 and was assistant countty administrator for development and infrastructure in HillsboroughCounth (Tampa area), Fla., from 2003 to 2006. As assistanrt county administrator, Garcia directlt supervised eight departments, including water and wastewater, with more than 3,10 0 employees and a capital and operating budgegof $1.5 billion.
Garciaa also has been director of planning andgrowthn management, and director of public works for Hillsborough director of public works for Nueces Texas, and public works division managefr and deputy county engineer of San Diegoo County. He is a former memberd of the . “Bernardlo has more than 20 years of experience in staff management and projecrt developmentand implementation, which will benefiy the city in addressing our water infrastructures challenges,” City Manager Wayne Cauthen said in a release Monday.
“Hes also has a track record of stressing customer service and promotingf community involvement and Garcia will be responsible for developing and managingKansad City’s programs for water supply, and wastewater and storm-wate r systems. He also will overse e all department staff, manage day-to-day operationsx and guide the Wet Weathef Solutions projectand infrastructure-related capital improvements.
